That's an unusual looking figure. Can you post some images of the rear of the figure and the base? And do you know what type of weapon she is carrying? The curved dagger looks Arabic.

I used Mr surfacer 1000 the other day on an old 54mm figure I have been working on. It leaves a nice snooth painting surface. I suspect 1200 will leave an even finer finish. Just make sure you clean up any casting marks on the figure, fill in any gaps and give it a good wash before you prime...
Looking at the Victorian and New South Wales legislation, I suspect it doesn't apply as there are exclusions for "the display of a Nazi symbol done reasonably and in good faith- for an academic, artistic or educational purpose". I suspect that model soldiers fall somewhere in those categories...
