Pick the one that matches your thoughts and Bob's your Uncle.
Fontinini made excellent Christmas scene figures. I have a bunch of them.

Matt, There are several YouTube videos on winterizing terrain.
You're better off watching them. It's easier to follow along watching someone actually doing it.
But basically
Cut and sand down MDF
Gather up cheap trees and some WS armatures.
Paint and flock the trees for winter without snow.

I don't know about value, but Replicants makes both Northern and Southern "Guerrillas" that are pretty good.
I say pretty good, because Replicants are hit or miss, as far as quality goes. Lots of their stuff have awful mold lines and plenty of miscasts.
They are also on the expensive side...

P&P was Pinkowsky & Patterson, two guys who produced the figures.
They are long retired.
The figures are resin and were originally painted with cheap craft paint.
I repainted them all in different colors with better grade paints that capture the detail.
