I'm very curious as to how this plays out; will consumers also get whacked on goods bought from China, or just importers who buy at wholesale who then sell at retail?
Businesses usually have accounts with various carriers and they charge you after the shipment lands, but for personal shipments coming via USPS you may get a bill in the mail later. Seems how other countries have handled it in the past. At times the Postal Service will also hold the parcel until you pay the taxes/fees. Murky area as of yet!
