If I live in USA and buy something on USA eBay, but it is made and shipped from China, do I pay a 10% Tariff?

and if so, when and where do I pay it? on eBay checkout? Thanks, Andy
 
I phoned and talked to an eBay representative and they have no idea.

I decided to order a tank direct on eBay from a seller in China and his tanks are made in China.

I will update this post when I receive the Tank from my Post Office
 
I'm very curious as to how this plays out; will consumers also get whacked on goods bought from China, or just importers who buy at wholesale who then sell at retail?
 
Good questions.
On a separate note, hope USPS gets my TF package here soon - usually takes 2-3 days, now over a week.

Businesses usually have accounts with various carriers and they charge you after the shipment lands, but for personal shipments coming via USPS you may get a bill in the mail later. Seems how other countries have handled it in the past. At times the Postal Service will also hold the parcel until you pay the taxes/fees. Murky area as of yet!
