I think you can find some (not a whole lot) decent deals on eBay.

I check ebay all the time, but other than a few additions, it's all just recycled stuff that doesn't sell and is relisted

54mm kits are around 20-30$ at least
newest aeroart figures are crap if you ask me compared to old stuff
imho no US or euro painter will do an excellent figure at the level of Arsenyev stuff for less than 300 for a standing figure.. I mean, you need at least 20 hours if not 30 to do a figure like that.., even if you ask 10$ an hour that's not a lot let me tell you..
