Any idea on this ref for this K&C SOHK set? (1 Viewer)

It wasn't listed under the "toy soldier" listings and so didn't catch my eye:

It seems to be some variation on the 1st series of the Streets of Old Hong Kong which, confusingly, also have HK reference numbers.

This is Streets of Old Hong Kong HK097, Laundry Set. It retailed for $67. The description is slightly wrong as there are two women, not men, in this set.
