Great stuff, indeed it is not and neither is the alternative. Perhaps there is one from the buyers perspective; "Well, we've never done this before. But seeing as it's special circumstances and all, he says I can knock a hundred dollars off that Trucoat":D
 
Circumstances are important, too. In the environment I operate in-flea markets, antique markets, and such-haggling is part of the business.

For a retail seller, I wouldn't expect as much to be able to haggle with the merchant, though I wouldn't rule it out in some situations (eg, buying a car, a house).
