Germany declares war on Russia.

In France, a leading Socialist and pacifist, Jean Jaures, is assassinated. He was to have attended a conference on August 9 to try to stop the war.

Following the declaration of war, a German officer announces the mobilization of the German Inperial Army while crowds cheer the Kaiser on the balcony of the Berliner Schloss.

The day before sombre Russian crowds waited for news of the war at the Winter Palace in St. Petersburg.
