Good question. Avalon Hill has made so many you might be able to piece together what you want by using old and newer maps from games on eBay and elsewhere. Or maybe contact Avalon Hill. I've never heard of a custom one but they might be able to do it.
A wargaming store would know. Hobby Bunker? Anyone who sells good old hex wargames, unpainted figs and Osprey books may be a good bet. Too bad there are less & less of them!

Anyway Best of Luck. Games and Toy Soldiers really bring a vibrancy to History that was hard to get in "days of old" (not so long ago.)
