Diorama - all water (1 Viewer)

I am looking to make a harbor scene for my K&C Streets of Old Hong Kong. I have two of the Jetties and I want the whole thing to be water with the only "land" being that which the jetties will be resting on. I am planning to use a foam board (that pink insulation foam stuff) as the base. What I am wondering is is there anyway to have the whole front be water? What would I use to keep the magic water in while it hardens if I want water to go to the edge on three of the side?
Also, with that pink stuff, do I have to first seal it with something where the water will be (is it porous)? If so, what is the best material to seal it with.

If you can't tell, this is my first go at actually making a diorama as opposed to just using mats and the like.

You could build a mold box around the base, to contain the medium you're going to use for water and hold it in shape, till it sets up. Once the water has set, you remove the walls around the base, and voila! water base.
