This has happened to me twice, so I don,t think it is a coincidence.
Only 2 times have I initiated a non payment claim with Ebay and on both occasions I was paid within 1 minute of having filed the claim.
The first time I guessed the buyer just happned to be on the computer when he got the notice and immediately paid.
Today I filed my second non payment claim with Ebay and again I was paid within a minute of fileing the claim. Both the above buyers were big ebay users with the one today having over 4000 transactions.
My question is can someone have a set up with PayPal that automaticly pays when a claim is filed?
I called PayPal but got "Cathy" from India, who did not have a clue as to what I was asking her.
I just find it hard to believe the person on both occasions was just sitting at their computer and even had the time to log in to paypal and make the payment in that short of time.

It's possible, but why would they risk it. If they were doing it and it got out, they could be sued by everyone who filed a claim and had damages. But I can't explain how you got paid so quick, other than they were on the computer when the notice came and immediately used Paypal. If they were both big sellers on e-bay, they probably are on the computer all the time.

My guess would be that Paypal pulls the funds from there account when the claim is filed. PayPal wants most of its members to be verified to a bank account and seam to want you to use the bank account instead of your credit card. Sounds like they pulled the money out of the guys account for him.

Dear Gary:
I remember last year when a eBay buyer of mine in France purchased about 6 or 7 sets of Trophy for a fairly big amount. He did not pay within my 7 day normal payment period. I got a message from buyer at end of 7 day period that was hard to understand as his English was not very good, but indicated payment would be coming, but did not state a certain date. As I did not get a further reply back by the next day I "filed" a claim for non-payment with eBay. As I recall I got the payment due me very soon after the claim was filed with eBay, but it was more just a minute or so. I do not know how eBay & PayPal act when a "non-payment claim comes in from a seller. The main thing is you got your payments in due course.

Most people who don't send payment in right away are just procrastinating. When they get the ultimatum from eBay to pay up or else they pay quickly.

Fortunately, I haven't had to deal with opening a non paying buyer dispute in a very long time. Nearly a year.

I think, that would be Illegal, You have to give consent, everytime funds are being taken out of your account.

I don't know if pull is the right word but the funds are frozen when a claim is filed and if you don't have the funds I suppose they get it from the backup source. As to illegality, I'm guessing that it's in the user agreement and that you consent to it by using paypal.

Paypal will not pull funds from your bank account. If you have a claim filed against you they will pull the funds from your Paypal account, or give you a negitive balance until the claim is resolved. If new funds are deposited during the claim process they will be frozen until it is settled.

However if you are a long standing member with a good reputation a simple phone call may lift this process even during a dispute situation.

Paypal is easy to reach by phone, and very helpful, much more so then ebay.:)

I'm not sure it's illeagal at all...

I think we all entered into a contractual obligation when we opened our Paypal account...

once you commit to buy...you are obligated...

I don't think they can pull directly from your bank account...

but maybe they can...

mine would be drawn against my credit card on file...

on a seperate note...

once I relaized the commission that Ebay charged...

and the listing fee...which is nominal...

and then that coupled with the Paypal commission...

Ebay owns Paypal...by the way...

I bought 300 shares of Ebay at $22.00

that was a few months ago...

today it's at $24.50...

but was as high as $28.37...

the commissions are staggering...the PE on this stock is about 13...

they make money!!!
