Figure identification help needed?- an old Roman (1 Viewer)

Can anyone identify this nicely painted Roman I found locally at a yard sale. The base looks like it might be Rose Miniatures.

Yes you are correct about this being ROSE.... its minipack #45.

It had been suggested that it was a tourist trinket. I'll leave this figure as I found it as it has a nice patina of age to it!
