Fixing my Wilmer Toy (1 Viewer)

I have a favorite toy which needs a solder or other type of repair so I can use it again. I have all the other parts but I need suggestions about how to get Wilmer's arms back in place. I have attached a URL that will show you both the damage and a picture of how it needs to look when repaired. Any suggestions are very much appreciated.
