I stumbled across at ebay, the seller sold it as maybe Thomas Gunn, didn't know it and search a little bit:

On Ebay the box looks identical like a TG box, silver, same item label...

Is that a new producer or a fake Thomas Gunn?

definitely looks like a TG box...
maybe not the label..

Figures certainly look to be in the style of TG as does the box.

As for an explanation, perhaps it was originally going to be a TG product but for some reason was abandoned as we've seen on the forum before with I think they were Napoleonic Hanoverian troops and not so long ago a Roman catapult that also looked like it was a TG product.
