What product was used to imitate water in this photo?

Well, unless we know the artist who produced that dio, we might not be able to ID the specific product. However, it could a clear acrylic caulk. I know of its use in ship modeling, to make ocean bases for ships. It can be sculpted into waves, and painted as needed. There are also artists' clear gel media that have the same properties and are used for the same purpose.

I highly recommend to check with forum member Mike (mikemiller1955)

Different products produce, and are used for, different effects, too. Some are good for producing still water effects, others allow more sculpting and shaping for waves, splashes, etc.

If you'd like to see a really cool waterfall effect, visit Alan and Marion Ball's website here: http://www.mb-miniatures.com/pages/en/articles.php and read the first part of their depiction of NC Wyeth's painting from "The Last of the Mohicans". Marion used batting as a base, covered with an acrylic water product, to produce a very realistic waterfall for the backdrop.
