Just saw this news blurb...how many figures can you buy with that kind of cash??

I googled the story, because I wanted to see what the followup was, that is, whether he contacted PayPal or his bank to fix the problem. I hoped to hear the story of an honest man. It sounds like the error was fixed, though, before he could make such contact.

Now, to the question of what I'd do, I wouldn't pay down the national debt. That's like giving a crackhead another rock. I'd pay my debts, and those of my family, then endow a foundation and use the money for philanthropy, but under my direction, not the State's.
