A quick DuckDuckGo search returned some info. I think Hartsmith may be related to ASAM (http://www.asam.co.uk/) (Alan Smith and Anthony Molay). I also found this page, http://www.diecast-toycars.com/Hartsmith/ with poorly written and perhaps questionable history of Hartsmith.

If no one here knows, I can ask in the modeling forums about these kits. I suspect that we may find more info in the scale modeling world. 1/48 scale makes them ideal for use with Tamiya's line of 1/48 armor; 1/48 armor is a burgeoning area in the hobby.
