Unfortunately, from the size of the image, I can't tell if it's a painting, or if it's an image from a tinted slide, M'Lud. I agree, it doesn't quite look like Don Troiani's style.
It is not Don's and it looks like it is either a retouched reenactment photograph or a painting based on one.
There are several artists now working from photographs of reenactors, including some with dreadful clothing and equipment. Be careful using these as a reference.

Sorry Cornwallis but I just saw this post of yours. Ironically I was just visiting Valley Forge recently and happen to recognize this print. The print is a photo of a re-enactment from Valley Forge.
