The figures are the glossy "Chinese Opera Players" from the Streets of Old Hong Kong line (HK034).

Steven beat me to it, but those are indeed the Chinese Opera players. If you look at the photos of my big Streets of Hong Kong diorama, you will see the Opera players in the Chinese Street Opera Building (the one closest to the bridge on the left side of the diorama.
