I know that Valiant miniatures has a few like the female IDF soldier and Arab Legionnaire, but are there any other companies that produce them?

Dragon does, if I'm not mistaken, as does Verlinden. Try Google and you should find manufacturers and sets.

dont know if you're still looking for middle east figures... but if you are, try empress miniatures (28mm) ... they have excellent insurgent types.
