I’m not sure, but looks like a high level of painting. Nice figure

I couldn't tell you. I do not own this piece. I found this picture here on Treeefrog's message board. I will try to find the thread and see who posted this picture and reach out the person.
 
I have a couple of Russian sellers bookmarked on eBay, and some of them have Aztecs in their catalogs. But a search now didn't turn up this specific figure. Hopefully someone else who is more familiar with the Russian studios will recognize it, or you might be able to find out the original poster and get more details from him.

What sellers on eBay have Aztec figures? I know of a couple just wondering if there's any other sellers I don't know about.

One that I have bookmarked is "bunina". He sells unpainted castings as well as painted figures. But if you run a search on "aztec" in the Toys & Games section, you'll find about four or five current auctions for painted Aztecs that I saw this morning. I've never paid much attention to them till now, except to note that I've seen them, since the Central and South American Indians are outside my area of interest.
