Don't know much about the real Federales, but from the movies it would seem that AIP British WW1 cavalry might be a good start. They have the soft hats, the riding boots, and the leather belts are "close". You can re-arm them. The Mausers in those days wouldn't be the K98K seen in many movies, they would likely be the long G98s, unless the Federales had other rifles for use on horseback.

The new AIP 1898 Spanish with caps from the Japanese swopped for hats might work for Government troops. The figures wear no leggings or boots which seems to be a common look on regular infantry. Pitch helmets work as well. Boers with crossed bandoliers can be included if the head were swopped. The large sombrero isn't necessary on Villas' troops and the 1898 Spanish could work right out of the box. US surplus uniforms went south in this conflict and the US campaign hat would work for both side. I plan to use WW British and Sudan British cavalry plus Japanese Infantry for Huerta's men and 1898 Spanish and Boers for Villa's troops. AIP Colonial War artillery would work with some head swops. Have fun.
