Which small country close to France was first co-ruled by France and by one its neighbor from the 15th century until the French revolution, then only by the other country during the French revolution, then back to co-ruling when Napoléon came to power? The co-ruling is still in effect as of today.

Sandor is the winner! Yes it's Andorra. The Principality of Andorra has no sovereign itself: the authority is divided between the Bishop of Urgell in Catalonia (Spain) and the French President. Both of them are co-princes of Andorra.
