Napoleon's Marshals (1 Viewer)

I would use something between Bright Blue and Navy Blue both Satin Acrylic paints from Craftsmart. I would start with the latter and if not dark enough add some of the former to the mix...
 
Assuming you are looking for a dark blue? Lifecolor LC35 Matt French Blue is a dark blue I have used on French Napoleonic figures. It requires two coats but gives a dark blue finish.

I used it on this figure.

Humbrol Matt 104 Oxford Blue is similar if you are painting with enamels.
