Its the reenactment of the Battle of Puebla, May 5, 1862 done last May.
The cadets from the military academy portray the French and Mexican troops. Link to my blog with 3 photos and a short Youtube clip. The pyrotechnics are pretty good. Looks different from US Reenactment plus it's not private citizens as far as I can see.
