The Hess incident was truly bizarre and provides fodder for a lot of conspiracy nonsense. I think he was a bit mentally unstable, losing his influence in a war time environment as a political adviser, and perhaps thought he could become relevant again by taking a gamble to negotiate a settlement with England prior to the invasion of Russia which he probably assumed was Hitler's intent. There is no way the nazis would have sent him as part of a plan with all the PR embarrassment it caused and no reason to believe he would be successful. The British would not have particularly wanted him as they didn't want any peace overtures from the Germans to become public and give the Americans further reason to avoid intervention. As a result, there doesn't appear to be any incentive on behalf of the German or British leadership to make this happen as a planned event. All the incentive lies in Hess's mentally unstable assessment of the situation.
