Can a dvd be in high definition or bluray if it was not initially filmed that way?
I guess that could go for any movie.

From what I have read 35mm film that is used has a much higher resolution than HD to begin with, therefore the movies transfer over. Exceptions being that if the master film has not been stored and taken care of properly deteriation of the film can show up more noticable, but can be digitally edited out.
Absolutely. As BF notes, 35mm film has higher resolution to begin with and digital processing can do wonders. Even if the original film is in poor condition, it can be done frame by frame, as for example, as El Cid was recently restored.
