I used to get these very easily through payroll deductions. They would then be mailed to me. Very simple and efficient. A couple of years of ago the government discontinued the paper bonds and went to an all electronic system. You have to register, create an account and have the funds taken from your bank. It is nearly impossible to get done. As a result, almost no one is buying these bonds. And it's absolutely impossible to give them as a gift like many people did in the past. I have to wonder if the government is intentionally doing away with the savings bond program for some reason. I've read that the banks and brokerage firms have benefitted because people that would have bought savings bonds are looking for other investments. The only alternative is absolute incompetence.
