unknown maker of 2 inch police figures (1 Viewer)

These police men have peaked caps, so I thought maybe they are German army. They stand just two inches tall, so are not 1:32. Blue is the original color.

Does anyone know the maker?

Dollar Tree imports them from China and distributes them under the name Greenbrier International.
