No,they are removable.

I really like both these items and have both pre-ordered! While I can easily make realistic desert bases with dirt from my backyard (see attached pic of my vignette with the First Legion DAK Panzer III and a War Park T/C figure) the upcoming desert base does look excellent and very useful
