I don't know about this one in particular, but if you do a google (or whichever) search for Powerpoint templates, there are some pretty amazing scenes, which you can print off and then enlarge on a colour photocopier (xerox?). I've done a few this way - especially night / dusk scenes or Winter backdrops.

The background looks like a photoshop job to me. It can be easily achieved by creating a new background with 2 primary colours of your liking, then selecting the filtering option and rendering the image with a cloud effect. Print on paper size of your choice and you have your night/dusk/winter skyline If you're unfamiliar with the program, there's always time to learn. I'm sure there are a few photoshop pros and enthusiasts lurking on this forum who would love to share their trade secrets. What do you say fellas?
