The figures are K&C RAF Ground Crew and Pilots with crates and fuel barrels from Thomas Gunn; the base are two TGM mats pushed together.

In this scene, the ground crew and armorers are hard at work making final repairs and checking the guns to ensure their plane remains airworthy. The pilots and anir are assembling a final briefing prior to the Blenheim taking flight on a patrol.
