I love to see this scene of an Empire being Engineered (to steal a phrase from a good HIST Channel series). Relatively unusual in our Hobby, this sort of scene draws one into interesting details that made an Empire or State great - or not so much. Markets & Camps and Bands etc. are lovely but I do like a good "people building something" set now and then.
Anyway, perfectly done dio. Can't be improved.
