When buying anything from the US, I make sure it is not being shipped by courier. UPS, FedEx, etc charge a brokerage fee (minimum $30) whether it needs to go through a customs broker or not - and it usually doesn't. It's just legal theft. Then they collect the 13% sales tax for the government.
USPS and Canada Post have delivery agreements. They do not charge an unnecessary customs brokerage fee. Items shipped to Canada get reviewed by Canada Customs who will charge the 13% sales tax, but often don't charge low value items under $100. If Customs imposes the Sales Tax, Canada Post collects it on delivery for a $5 fee.
