Has anybody scratchbuilt any "modern" mercenaries, specifically in regards to those who fought in Africa during the '60s and '70s?

I have not scratch built figures as such. I have converted a mixture of Airfix modern British and German infantry, Gun Ho Vietnam era Australians and Deetail 8th Army (for the shorts) to create 60's 70's and 80's era mercenary and African guerilla/independence wars. Airfix Footballers (quite common on ebay) can also be used for the short shorts and bare heads with 70's haircuts.

Sorry, no. The conversions were done a number of years ago and the figures are in a box somewhere in my garden shed along with hundreds of other pieces of plastic (metal and resin). I will have a look and see if I can dig any out. All the painted ones are long gone I'm afraid. The problem is not the mercenary forces, but their AK wielding opponents. There are very few 1/32/54mm plastic figures available with Eastern block weapons. The Esci Russian Spetnaz figures are really the only ones that are available in plastic. They are billed as 1/35th scale but are near as dammit to 1/32. The Warsaw Pact figures from the same company are 1/35 scale and a bit on the small side. The Marx Daktari Africans with the addition of a few Lee Enfields or Mauser instead of spears, can with a bit of cutting and shaping pass for Simbas.
