Not sure about not covering the figure bases and not giving the map some weight with tacky wax, but I actually think the figure is representative of great Russian sculpting:

Some of the imitation shrubs that come in a bag can be spread about as needed to help hide the bases of the figures. As far as the figure of Paulus, it looks fine to me !
