I started this in the General forum but not getting alot of hits.

Trying to see if Britains or any manufacturer ever made anything in honor of the one-armed Jersey son of a gun.

wanted to get for a friend from Kearny NJ for his b-day.

I dont recall seeing a figure of General Kearny but I recommend you contact Shiloh and UKReb they have extensive ACW collections and may be better suited to answer the question.

I have a number of Civil War Generals from a manufacturer Mike Allen Miniatures. They are single standing (unpainted) metal 54mm and when painted are quite superb figures with uncanny likenesses to the personalities themselves, they are also unusual celebrities rather than the normal figures of Lee/Jackson/Grant etc from all other manufacturers.
For example I have US generals Hooker; Burnside; Rosecrans; Gouverner Warren; McPherson; Kilpatrick. I therefore checked his list and as I thought he has not sculpted one of Kearney the Magnificent and I know for a fact that no other manufacturer has either.

He was as I am sure you know quite a character losing his arm at Churubusco during the US/Mexican War and was widely respected not only by the Union but also by the Confederate High Command. When he was killed at Chantilly in '62 after wandering into the Confederate front line during a thunderstorm. AP Hill said to his men "You have killed Phil Kearney, he deserved a better fate than to die in the mud". Lee himself followed that up with a personal letter of condolence to his family.

He does indeed deserve a figure of himself.

This wont help but as an aside the mounted Conte figure of General Meagher and in particular the facial pose looks identical to old photos of Kearney but then again the figure has both his arms.
