Nope, I think it was just, "a large number", without implying their intent or purpose.

The context used does imply that other nations do not have a large number of rangers and that somehow this is a point. Since the poster admits he does not know the number, it's a moot point that somehow we have an army of unnecessary park rangers. If your mother ever said "this is why we can't have nice things" when the stuff was damaged or neglected around the house (mine did), it's a point that if this nation is going to support public spaces of any kind, they have to be maintained.
