It's still a matter of keeping weapons out of the hands of mentally ill folks w/o messing with the individual right interpretation by the SCOTUS of the 2nd.
 
I think he is wrong PTSD affects different people in different ways. It will be how it manifests itself that plays a part on how people will react linked with their psychological persona to begin with.

PTSD sufferers exhibit anger to varying levels and if you add that to people who have been trained to kill then, it will in some cases exhibit itself in what we see in terms of shootings etc.

To say PTSD or other psychological disorders don't manifest itself in X is always a danger because you have to deal with the individual and not blanket term.

PTSD manifest itself in extreme lows and how these lows affect people is different. Just because one person did not want to kill who suffers from it does not automatically mean its the same for the next person or the one after.
