I think you are right and they are backwards.
The commander sat behind the gunner. There would be a single monocular scope forward for the gunner, and then the scissor scope behind for the commander. That is an Ausf. B and the reason the hatch is back farther is because the commander sits behind the gunner.
The range-finding binoculars weren't standard equipment on the vehicle until the ausf e. Even then, the device was detachable so as to be useable from other stations.
