That is one reason why the use of a scale ratio is relatively meaningless. Even if you use a hypothetical "average person", no one identifies which of its figures are intended to be variations on that theme. Interestingly, if you use the rifle or weapons test, the ratio scale will vary quite a bit for many of these. Another reason why a photo (or better still, in person) comparison of figures works the best. I gave up with Napoleonics and order one of each manufactuer I was interested in to see how they would fit together.
