I'm using some of the LEMAX Christmas 1/32 scale figures as 19th Century civilians. They are relatively cheap and the material can be cut and drilled. I paint them one color to go with my unpainted troops. They can be repainted to match your collections.
LEMAX has these figures available that could make good refugees. Cover up the Christmassy items with putty or glue soaked paper to look like canvas.
