An educated guess would be early Britain's, Mignot (Cuperly-Blondel-Gerbeau) or Heyde, and probably a set, rather than an individual. Norman Joplin would be a good one to ring in on this one, as an auctioneer specializing in toy soldiers.

I know there is an edwardian family made by Britains (supposed to be based on Edward Britains family) Only one known complete set to exsist. Valued at about $10,000. Some of the early Britains toys also reach figures that high.
