It's a faithful recast of one of the Taylor & Barrett Coster Cart sets. The T&B sets are from 1924, and are not as nicely painted as this example - the donkey's colouring here is very fine. You can find the original on pg 220 of Joplin's Great Book of Hollow-Cast Figures. Unfortunately, I have no idea who the recasters T&S might be. ("Coster" is the common British short form of saying "coster-monger", that is someone who sold fruits and vegetables from a cart.)
