Richards Toy Soldiers? Doesn't ring a bell. Could you post pictures of the ones you do have?
A quick web search on "richards toy soldiers" returned this eBay auction, for a Revolutionary War Hessian artillery set:

I've never heard of Richard Herring, or his brands, Herring's Toy Soldiers, or Richard's Toy Soldiers. I can't recall seeing him at a show, like the East Coast Toy Soldier Show (Hackensack, NJ), or the Long Island figure show or MFCA, which are all typical places for the makers from around NYC to show.
My search also returned your post, so it looks like there are no other posts on this subject here in the forum.

Finally, my search turned up a lot in an auction at Ray Haradin's Old Toy Soldier auctions. From there, I searched on "herrings" and got this list of lots for auction:

It looks like Herrings worked in a traditional toy soldier style.
