Hi, jean11, if I understand your post correctly, the dollar amounts you mention were the charge for the appraisal service, or were they the amounts those dealers appraised the sets to be worth?
Remember that a dealer is a businessman, so I wouldn't begrudge him the fee he charges for his services, I'd only decide to accept his service, or decline. You have to decide whether his fee is worth it to you, to pay someone, so you don't have to do the work yourself.
Now, having put the lecture aside, it sounds like you're already choosing to do your own research. This forum is a good resource for that, so you'd probably be best off by making pictures of the sets available, and then asking people what they think. There are many members who would be happy to offer their opinion and advice, out of sheer goodwill. Of course, hopefully, you'll remain with us, and help pay that goodwill forward yourself
Another tack to take is to run some searches on eBay and see if you find the same or similar sets, and then see what other sellers there are asking, and use that to help decide what to charge.
Depending on how urgently you want to sell your sets, that is, if you can afford to wait, you might also want to visit some of the upcoming shows in your area, and see whether the same or comparable sets are on the market.
I would also go back through this Imperial forum and look at the notes and posts people have put up.
If that seems like a lot of time and effort, remember, you already have two bids for that time and effort of $100 to $200. You could always decide, too, to contact an auctioneer who specializes in toy soldiers, and have him sell them for you in a specialty auction. Norman Joplin comes to mind; he's a member of the forum and checks in from time to time.
