Wayne,

the 'technical term' for 'the bloke aiming' is the LAYER.

He uses the hand wheels to aim the gun for both line (direction) and elevation (range) when he can't see the target.
I this case he is doing Direct Fire so would set the range given to him by the gun commander, who has the binoculars, but he the sights the target.

Then BANG !!!!!!
