PA it should read "The dream is Over" and here is the picture with the inscription. It was a German soldier who wrote it on a destroyed anti tank gun expressing the surreality of their situation in 1945. This picture was not taken during the Battle of the Bulge , but much later during the battle of Berlin

There are two locations attributed to this picture.
the 1st one is the Battle of Berlin ,which I doubt and the
second one is during the Battle of the Bulge in the city of Rochefort, which is more likely .When you have a closer look you'll see the gun is a US 3inch gun M5 and the German soldier ( Panzer Lehr) is armed with a M1 Carbine ( very popular and much liked amongst German soldiers)
