I think its supposed to be a representation of Brigadier General McAuliffe.
If its not, then maybe some of our American friends can help out.

Anthony McAuliffe was the artillery commander for the 101st Airborne Division. Due to MG Taylor and other officers being away in early December he was the acting division commander during the movement to Bastogne and during the most famous part of holding the town. He also became the de facto commander over the other units in the Bastogne perimeter (CCB 10th Armored, several extra artillery battalions, TD elements, the remnants of CCR 9th Armored Div, etc.)
