Unusual Marx Vinyl Pilot figure (1 Viewer)

I've seen a great many of these figures and I've kept a bunch but I've never seen this. It's def a Marx from the 1040's/'50's.

Does anybody know what it went to? If it was part of a set or a tin toy?

I used to have Gepparts Guide to Plastic Figures, I looked yesterday for it but could not find it.
I had that figure. I want to say there were two figures to that set and whether they were sold individually are came with a playset I don,t know.
I do know it was different than the 60mm Marx Training Center figures.
