There is an entire industry of these low budget zombie movies. Almost all of them are amatuerish and horrible. They just require a bit of fake blood, some teenagers and a video camera to make. Even as a horror fan I can't watch most of them. I'm a bit surprised they can use "walking dead" in the title if this has nothing to do with the TV series. I remember there was a long legal battle between the creators of Night of the Living Dead about the use of "Living Dead".

Unless they have permission from the owners (or licensees) of the "Walking Dead" name, using the name would seem to be a case of infringement.
